“at first”という表現には、「最初は」「初めは」「初めのうちは」
などという意味があります。

「しかし、後にはそうではなくなった」という意味合いを含み、
後ろに、but節、then, later, afterwardなどが続くことが多いようです。

これと同じく“first”という単語を用いた“for the first time”という表現は、
「初めて」という意味になりますね。
